Why is Filch not a wizard?

Argus Filch is not a wizard because he is a Squib – a person born to two Wizarding parents but possessing no magical abilities whatsoever. It is thought that he may have been born with some potential magic, but Squibs are almost unheard of and therefore Filch was not sufficiently trained in the art of magic.

He was therefore unable to take the magical examinations at Hogwarts and obtain a magical qualification. This is why he was employed instead as the caretaker of Hogwarts, as he still would have some knowledge of the school and could perform like tasks for the staff.

It is also possible that he was hired for the job partially due to the fact that he was a muggle and wouldn’t be able to use magic to aid him in his job, thereby ensuring the safety of the school’s possessions.
